Eagle Mountain Volunteers in Police Service (EMVIPS) is the public name of UCSO CITY VIPS, a Utah nonprofit formed in September 2015. We provide non-sworn volunteer support to the Utah County Sheriff’s Office in Eagle Mountain.
Examples of how EMVIPS volunteers may assist when the Utah County Sheriff’s Office directs the work. Volunteers only take on non-enforcement tasks they have been trained for. That support helps deputies stay on work that requires a sworn officer, instead of stretching paid staffing for every support need.
When the Sheriff’s Office directs the response, trained EMVIPS volunteers may provide non-enforcement support during an incident or community emergency. They work only within that assignment and their training. That help does not replace deputies, fire, or medical responders; it frees sworn personnel to focus on duties only they can perform.
When the Sheriff’s Office asks EMVIPS to assist, trained volunteers may support Eagle Mountain events with non-enforcement tasks such as sharing information, guiding people, or other assigned support. Direction and training set the limit. Covering those tasks with volunteers reduces the need for extra paid support so deputies can stay on sworn public-safety work.
Under Sheriff’s Office direction, trained volunteers may serve as extra eyes and ears in the community: notice a hazard or something that seems wrong, report it, and leave enforcement to deputies. This is observe-and-report support, not Neighborhood Watch and not enforcement. It extends visibility without pulling deputies off work that requires sworn authority.
Trained EMVIPS volunteers may take on non-enforcement tasks the Sheriff’s Office assigns — so deputies and staff can stay focused on work that requires a sworn officer or paid employee. Volunteers do only what they are directed and trained to do; the old “anything needed” line does not apply.
We are not the Sheriff’s Office. We do not do enforcement, arrests, or pursuits. CERT and Neighborhood Watch are not EMVIPS programs.
